This conference is a continuation of Tuan Chau 2017, Da Nang 2018, the Special session "Singularities and Algebraic Geometry" of the Vietnam-USA Joint Mathematical Meeting in Quy Nhon 2019, Tuy Hoa 2020 (postponed by the Covid-19 pandemic), Dalat 2020, Tuan Chau 2022, and Nha Trang 2023.
